Does the government have to make me an offer for my property before going to court?

California Government Code section 7267.2 requires government agencies to obtain an appraisal and make an offer to the owner of record of real property to be acquired before the agency may commence court proceedings. The offer generally must be in an amount no less than the appraisal approved by the agency.
